Governmental Institution “Tajikistan National Mine Action Centre (further Centre) announces for the position of NATIONAL RESIDUAL RISK MANAGER. All of the candidates meeting the requirements for this position can send their documents for the competition of choosing appropriate candidates.
Background
As the relevance of the concept of managing residual contamination becomes more important for many countries around the world, TNMAC and relevant stakeholders in Tajikistan are positioned to strengthen their strategic approach to risk management in the short- to mid-term.  Work to date with the TNMAC by OSCE and GICHD has confirmed the need to strengthen capacities to deal with residual contamination and improve risk management frameworks and practices. It is key that National Governments, through their NMAAs, show commitment to sustainable risk management through appropriate legal frameworks supported by national strategies and policies to support completion initiatives.
This position builds on the success and lessons-learned of the Management of Residual Explosive Remnants of War (MORE) project, which supported the delivery of IMAS 07.14 on Risk management in Mine Action (February 2019), Technical Note on Mine Action on Residual Risk Management (January 2020), the development of long-term risk management tools and protocols in Vietnam, and good practice case studies on residual risk management in Cambodia. To date, the project has profiled and promoted dialogue within the sector on risk planning to support completion, and the need to plan for a sustainable reactive response within relevant national frameworks that are nationally owned and implemented against strategic national objectives.
In many countries, the residue of explosive ordnance (EO) is managed through systems that have evolved over time, without the development of any single coherent programme of management. They constitute systems, but many of them have little or no central direction. Some elements are actively managed (such as demining and EOD response units), but other aspects are allowed to function in a more reactive way (such as some legal systems dealing with liability cases arising from work or incidents associated with EO).
In Tajikistan, the national plan on humanitarian de-mining in the country schedules to fulfil remained state commitments under the Article 5 of Ottawa Convention for the next period of 2020-2025. In order to address the residual risk that will always remain in a conflict-affected country, the TNMAC requested for the assistance in the enhancement of national and local residual risk management practices that reflect legal framework, organisation, change management, context, land use and ammunition aging aspects with supportive legal frame work review, development and action plan/policy development. Initiating the process of residual risk management in the country will help the state to develop the specific strategy to address the remaining threats and apply measures to mitigate the hazards of residual ERW. The TNMAC benefit will be the migration of the proactive mine action programme to reactive responses on residual ERW contamination.
Within this, the position of Risk Manager will be established in TNMAC. In close cooperation and guidance by GICHD and OSCE the incumbent will focus on analyse the evolution of the risk management at the national level aiming on the further development of manageable national mechanisms for EO response and the presentation of realistic national action plans and timeframes to address complex contamination. In the parallel, the assignee will conduct the problem analyses and contamination profiles.
By the end of the first year, the Risk Manager will provide her/his, survey results to the OSCE, GICHD and TNMAC and other related state agencies with the recommendations for improvement and for implementing the residual risk management agenda in the country. 

Objective:
The concept of long-term risk management is integrated into national policies and legal frameworks of Tajikistan, and work plans are implemented accordingly to support improvements in effective programming;
TNMAC and relevant stakeholders have access to, are trained and use tools and methods that support the management of residual EO risk based on evidence;
TNMAC and relevant stakeholders’ capacities are strengthened to address residual risk operational challenges and adapt sustainable management practices, according to international good practice;
Regional and international stakeholders as well as partners cooperate to establish sustainable capacities in addressing residual contamination and promote exchanges in a sustainable way (supporting south / south cooperation).
Tasks and responsibilities:
Lead and coordinate all EO long-term risk management related activities in Tajikistan in regards to political aspects, legal and regulatory aspects, financial and economic aspects, information management aspects, capacities and capabilities and social aspects.
Ensure timely and duly management of the RRM project and implementation of all activities under this project;
Manage and guide staff members to work on the activities and objectives listed in the Implementing Partner Agreement with OSCE in regards to RRM part and ensure that the work is conducted in a timely manner and to a high quality;
Review all deliverables and develop requested reports to be submitted to OSCE and GICHD, liaise with staff members to ensure that the quality of the deliverables and reports are according to relevant guidelines and hold the expected standard of quality;
Ensure accurate and timely submission of report to the OSCE and GICHD;
Collect data and conduct monitoring and evaluation activities where relevant;
Liaising with international and national stakeholders on issues included in the portfolio of the project throughout the project period.
Required qualifications:
Working experience in humanitarian demining field;
Experience in legal framework review and development;
Experience in report writing, monitoring and evaluation;
Knowledge of Tajikistan’s legal system;
Legal drafting skills;
Fluency in Tajik, English and Russian languages.
Expected Output/Deliverables:
Legal framework review for the implementation of EO long-term risk management;
Draft road map on all aspects of EO long-term risk management implementation in Tajikistan;
Lead and coordinate the implementation of the national action plan on the EO long-term risk management in Tajikistan.
Expected Output/Deliverables within one-year period:
Progress reports submitted every three contractual months;
A comprehensive study report with clear results and recommendations for improvement and for implementing the residual risk management agenda in the country by 15 December 2022

The Tajikistan Mine Action Center coordinates all mine action related projects in the country in order to ensure Tajikistan’s compliance with the requirements under the Ottawa treaty, which was ratified by Tajikistan in 1999. (.....)

The legal framework for the Tajikistan mine action programme rests on the following instruments: the Convention on the Prohibition of the Use, Stockpiling, Production, and Transfer of Anti-Personnel (AP) Mines and on their Destruction from 18th of September 1997 (the Ottawa Convention) and the Protocols II and V to the Convention on Certain Conventional Weapons (CCW) (.....)
