Long-term Action Plan 2011-2015
Tajikistan’s new Mine Action Strategic Plan 2010-2015 (MASP) “endorses the main conclusions and recommendations of the Cartagena Action Plan 2010-2014 and the 2009 Cartagena Declaration.” Furthermore, the MASP aims to “ensure the full and active participation and inclusion of mine victims in the social, cultural, economic and political life of their communities”….and that VA “efforts will meet the highest international standards in order to fulfil the rights and fundamental freedoms of survivors and other persons with disabilities.” The MASP stipulates that “the dignity and well-being of survivors, their families and communities will be at the core of our efforts.”
Under the MASP, the goal of VA is:
All mine victims, boys and girls, men and women, have equal and proper access to adequate medical and physical rehabilitation and psychosocial support as well as to socio-economic and legal assistance.
The MASP, which was developed in consultation with the VA coordination group, includes five specific objectives for VA which aim to:
• reinforce the capacity of national organizations and institutions;
• organize summer camps to provide psychosocial support to victims;
• provide income generation and socio-economic support; establish a reliable and systematic victim
• information system;
• advocate in favour of Tajikistan ratification of the Convention on the Rights of Persons with Disabilities (CRPD) and the Convention on Cluster Munitions (CCM).
The MASP noted that, in 2009, more than 800 mine victims and family members are in need of medical, psychosocial, physical rehabilitation and socio-economic support. To achieve the objectives of the MASP, a close collaboration between TMAC, survivors and key partners working on healthcare, rehabilitation, development and other victim-assistance related activities will be essential.
