Background information

Tajikistan is one of 156 countries that implements Mine Risk Education to reduce landmine/UXO hazards and the number of casualties among the population living within mine-affected areas. In 2012, the Program is directed to support target inhabitants at risk due to the great support by the following world donors as DFIAT Canada, Australia, UNDP Track and BCPR.  All MRE activities aim to reduce the hazard of the mines and UXOs through conducting various mine risk education in 20 border districts and 5 districts of republican subordination. In total, 25 districts are considered Mine/UXO affected areas, which are at the centre of attention for the MRE programme since inception of Tajik Mine Action Centre. The MRE refers to educational activities aimed at reducing the risk of injury from mines, and Explosive Remnants of War (ERW), including cluster munitions, by raising awareness and promoting behavioural change through public information campaigns, education and training, and liaison with communities.
 
Since 2003, UNDP/TMAC has implemented an MRE programme, involving 25 branches of the Red Crescent Society of Tajikistan (RCST) and more than 70 MRE volunteers.  Local volunteers of 25 districts have gained and improved knowledge and skills in dissemination of the effective communication, gender awareness and standardized information on preventive and safety behaviour against antipersonnel mines cluster munitions and other ERW hazards under coordination and monitoring. By this, the annual number of mine/UXO related incidents in Tajikistan has fallen during the last years, with MRE playing a central role in raising the awareness of local communities of the hazards. TMAC’s commitment has helped to ensure that Tajik people at risk, from school children to adults, received proper information on the mine hazard in their area and preparation how to live with it. More than 10 000 MRE and MVs visibility materials have been distributed to MRE focal points in ored to bring the safety behavior messages and information on gender equity and mine victims’ rights. 
 
TMAC coordinates all activities in the area of Mine Risk Education that target the population in mine/UXO affected communities, relying mainly on a broad network of RCST volunteers, teachers, border patrols, local communities, farmers, shepherds that are aware of local customs of information sharing. Maintaining a countrywide network that involves government, third sector, the media, international partners and the affected communities is at the heart of TMACs activities, with regular MRE events and meetings organized in order to guarantee exchange of knowledge and achievements throughout the country. TMAC submits projects to donors for implementing partners when it comes to raising funds to carry out MRE projects in the field.

TMAC plays a central role in coordinating countrywide MRE projects, collaborating effectively with local Red Crescent Society (RCST) branches, volunteers, UNICEF and Handicap International. Particularly, the Long Term Action Plan for 2012-2015 is one of the achievements which has considered as a main tool to have developed MRE Programme. This MRE LTAP has developed due to the effective collaboration with the MRE Working Group in 2011 and promoted by HI to collaborate with MRE International Advisor.

What we do?

The legal framework for the Tajikistan mine action programme rests on the following instruments: the Convention on the Prohibition of the Use, Stockpiling, Production, and Transfer of Anti-Personnel (AP) Mines and on their Destruction from 18th of September 1997 (the Ottawa Convention) and the Protocols II and V to the Convention on Certain Conventional Weapons (CCW) (.....)
