Land Release

The Tajikistan Mine Action Program began applying a land release approach in 2007 that has achieved remarkable success to date. 
 
The problem which LR seeks to address has two main characteristics; the first is the ‘zero’ problem, that is a site where it turns out there are no mines.  The second is the ‘start/stop’ problem, which is the difficulty of deciding where to start intrusive clearance activities and when to stop them.  A more aggressive approach to addressing these two related problems provides the foundation upon which land can be released with confidence.
The TMAC Process Map – Land Release Process – Overview provides a description of the overall land release process as applied in Tajikistan. The process map and these explanatory notes are provided to:

Communicate the TMAC approach on land release clearly and concisely to planners, managers and operators
Establish the overall framework within which ‘all reasonable effort’ is applied to the release of land within hazard areas
Create a common descriptive framework for discussions between TMAC and operators
Act as a framework against which the progress of each SHA is tracked and documented through to final acceptance and release. 


What is TMAC?

The Tajikistan Mine Action Center coordinates all mine action related projects in the country in order to ensure Tajikistan’s compliance with the requirements under the Ottawa treaty, which was ratified by Tajikistan in 1999. (.....)

What we do?

The legal framework for the Tajikistan mine action programme rests on the following instruments: the Convention on the Prohibition of the Use, Stockpiling, Production, and Transfer of Anti-Personnel (AP) Mines and on their Destruction from 18th of September 1997 (the Ottawa Convention) and the Protocols II and V to the Convention on Certain Conventional Weapons (CCW) (.....)
