“PROTECTING CIVILIANS FROM EXPLOSIVE ORDNANCE”

Tajikistan is contaminated by antipersonnel mines and explosive remnants of war as a result of civil war in 1992–1997 and mine-laying along the Afghan border. There is also a residual threat from cluster munitions remnants in the area of the regions of republican subordination, although the precise location and extent of contamination is not known. Since 1992 the total number of casualties resulting from accidents with mines and explosive remnants of war is 872 landmine/ERW victims (523 survivors and 349 fatalities). 28% of mine survivors were children at the time of their accidents. In 2019, 2 civilian persons (men) were killed by landmines and ERW.

Based on the Order of the President of the Republic of Tajikistan dated 23 September 1999, ¹1360, and in accordance with the humanitarian policy of the Government of the country, since 1 April 2000 the Republic of Tajikistan, along with 163 countries of the world, is a party to the UN Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction (hereinafter Convention).
Since the moment of Tajikistan’s joining the Convention up to now Tajikistan Mine Action Programme in cooperation and with support from the United Nations Development Programme, Organization for Security and Cooperation in Europe, International Committee of the Red Cross, Swiss Foundation for Mine Action, Norwegian People’s Aid, and donor countries such as the United States of America, Japan, Norway, Germany, the United Kingdom, Switzerland, France and other countries, provided land release operations, destruction of ammunitions stockpiles, victim assistance and mine risk education.

Since the beginning of the programme 295 mined areas were released through the technical survey and clearance in 16 districts of the country, with the total released area of 21.1 million square meters. As a result, 68,908 pcs. of antipersonnel and anti-tank mines, 6,928 pcs. of unexploded ordnance of war and 4,301 pcs. small arm bullets and 19,4 kgs of TNT were found and destroyed. Also, with the official requests from the Government entities 18,979 pcs. of anti-personnel and anti-tank mines, unexploded ordnance of war and 232,792 pcs. of unused small arm ammunition and small arm bullets, stored in stockpiles, were destroyed.

Currently, at the Tajik-Afghan border and in the regions of republican subordination there are 154 surveyed minefield areas and 54 unsurveyed minefield areas with total size of over 9 million sq.m. that need to be cleared.
This year, in order to clear the mentioned minefields, it became necessary to extend Tajikistan’s obligations in front of Article 5 of the Convention. Thus, the Second Extension Request, with the permission of the Leader of the Nation, the President of the Republic of Tajikistan, His Excellency Emomali Rahmon, was submitted to the Committee of the Convention before 31 March 2019 through the Ministry of Foreign Affairs of the Republic of Tajikistan.
Those countries that have the problems with antipersonnel mine contamination and are the Parties to the Convention usually submit Extension request in order to meet Article 5 requirements.

Today, the Government Institution “Tajikistan National Mine Action Center” organized the Mine Action Forum, with the support of the Government of the Republic of Tajikistan, the financial support from the US Department of State, and with participation of representatives of the UN agencies, Government of the Republic of Tajikistan, international agencies, namely United Nations Development Programme, Organization for Security and Cooperation in Europe, International Committee of the Red Cross, Swiss Foundation for Mine Action, Norwegian People’s Aid, and donor countries such as the United States of America, Japan, Norway, Germany, the United Kingdom, Switzerland, France, Afghanistan and other countries.
The main goal of the Forum is to draw attention of the donor community and international organizations to support mine action programme during the second extension request for 2020-2025, as well as to report on the results achieved during the first extension request (2010-2018) and to highlight the plans for the forthcoming 6 years.
