The VA Officer of TMAC, Reykhan Muminova, participated in the UNESCAP and Leonard Cheshire Disability Conference on Disability-Inclusive MDGs and Aid Effectiveness, held in the United Nations Conference Center in Bangkok (Thailand) on 14-16 March 2012. The conference focused on general issues related to the international and regional dimensions of MDGs and Aid Effectiveness, UN Convention on rights of persons with disabilities (UN CRPD), inclusive development, instruments to support and measure inclusive development, inclusive education, as well as campaign to include disability in the Millennium Development Goals, and addressing the existing problems related to disability.
On 16 March 2012, the TMAC delegate held a presentation on the “Review of the national Law on social protection of the population of the Republic of Tajikistan, compared with international law”. In the thematic workshop devoted to the Legal perspectives and frameworks of rights of persons with disabilities and answered to the questions from participants. The delegate Tajikistan met with the colleagues working in the field of disability from Sierra Leone, Philippines, Australia, Cambodia, and with the representatives from the United Nations Department of Economic and Social Affairs, Leonard Cheshire Disability, Disabled peoples’ International, UNICEF, JIKA, Global Partnership for Disability and Development and Handicap International. During the meetings, a further development of international cooperation was discussed.
In general, the Tajikistan Mine Action Programme will profit from the conference. Especially the workshop sessions on “Rights of People with Disabilities: legal perspectives” and “Good practices to ensure livelihood and poverty reduction services are inclusive for persons with disabilities” provided new approaches for future practice in Tajikistan. The conference also showed that while the victim assistance pillar of the Tajikistan Mine Action Programme made progress in advocating accession to UN CRPD, new methods of civic Responsibility Towards Disability, particularly the LCD project “Young Voices – Speak out”, has much potential in Tajikistan. The newly established NGOs of survivors and the society of PWDs can serve as implementers of such advocacy initiatives. The VA Officer will soon follow up with new established contacts to explore new opportunities for future support and cooperation.
